On April 1, 2011, , P.C. welcomed Frank McNulty to the firm.  In addition to his duties as ’s Speaker of the House of Representatives, Mr. McNulty will greatly enhance the firm’s Water and Natural Resources practice areas

Raised in the south metro area, Frank attended J.K. Mullen High School, and earned his degree from the University of Colorado in .  Upon graduation he went to Washington D.C. and worked with U.S. Congressman Wayne Allard.  In 1998, Frank returned to Colorado, and in 2001 earned his Juris Doctorate from the University of College of Law. His concentration was natural resources and water law.  While in law school, Frank joined Governor Bill Owens’ administration, and served as the Assistant Director for Water for the Colorado Department of Natural Resources.  His efforts to steer legislation during that time contributed to what many deem to be the most significant updates to water policy in the past five decades.  

In 2006, Frank made a first-hand commitment to the legislature, and was elected to the Colorado State House of Representatives on behalf of District 43, largely contained in Highlands Ranch.  In November 2010, he was easily elected to his third term, and his Republican peers, again in the majority, unanimously anointed him Colorado’s 35th Speaker of the House. 

Frank’s priorities continue to include securing a balanced and responsible energy future for Colorado, through the responsible use of traditional, alternative and renewable resources.  Come May, when the current legislative session ends, he is looking forward to lending his years of knowledge and advocacy to advise Grimshaw & Harring clients towards the advancement of the state’s energy and water policies.
