Frank McNulty is the Speaker of the Colorado House of Representatives, unanimously elected by his peers in November, 2010.  He also represents District 43 in the Highlands Ranch area, and serves as Vice-Chair of Legislative Council and Vice-Chair of the Executive Committee of the Legislative Council.  His interests and priorities include securing a balanced and responsible energy future for our state, through traditional, alternative and renewable resources. To that end, Frank lends his years of knowledge and advocacy in the areas of natural resources and water law to his clients, ensuring adherence to and advancement of Colorado’s energy and water policies.   In March 2012, Frank was honored by the Denver Journal as a 2012 Forty under 40 winner, a diverse group of young, dynamic leaders whose efforts in the office and in the community are shaping the future of the Denver area. 

Raised in the south metro area, Frank attended J.K. Mullen High School, and earned his degree from the University of Colorado in .  Upon graduation he went to Washington D.C. and worked with U.S. Congressman Wayne Allard.  In 1998, Frank returned to Colorado, and in 2001 earned his Juris Doctorate from the University of Denver College of Law. His concentration was natural resources and .  While in law school, Frank joined Governor Bill Owens’ administration, and served as the Assistant Director for Water for the Colorado Department of Natural Resources.  His efforts to steer legislation during that time contributed to what many deem to be the most significant updates to water policy in the past five decades.  During that time Frank also served and advised organizations such as the Southeast Business Partnership and various non-profit entities.
