<p>In March, 2012, Frank was honored by the <a href="http://www.grimshawharring.com/tag/denver/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Denver">Denver</a> Business Journal as one of Forty under 40, a diverse group of young, dynamic business leaders whose efforts in the office and in the community are shaping the future of the <a href="http://www.grimshawharring.com/tag/denver/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Denver">Denver</a> area. </p>
<p>These 40 rising stars, each under the age of 40 years as of March 15, were chosen based on three main criteria:  business leadership; recongition of accomplishments and community involvement. Each criterion held equal importane in the judging, so those who have found success in their profession were not selected if they had not devoted a significant amount of time serving their community.  Similarly, a prolific civic activist who was unable to show true professional accomplishment also fared poorly. </p>
<p>The winners were chosen strictly by the judges&#8217; numbers &#8211; no favorites were snuck in or others dropped unceremoniously.  The easiest part was compiling a collection of qualified nominees.  More than 471 nominations were submitted online by colleagues and friends, resulting in a list of 307 individuals &#8211; a more than 100% increase over last year.  Previous winners were ineligible to win again. </p>
<p>On March 15, 2012, the 40 winners were honored at a public event at the Hyatt Regency Convention Center Hotel.</p>

<p>Paul J. Hanley of the <a href="http://www.grimshawharring.com/tag/denver/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Denver">Denver</a> law firm <a href="http://www.grimshawharring.com/tag/grimshaw-harring/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Grimshaw &amp; Harring">Grimshaw &amp; Harring</a> represented Greenwood Village-based HealthTrans LLC in its $250 million acquisition by <a title="Purchase Agreement" href="http://www.faqs.org/sec-filings/120105/SXC-Health-Solutions-Corp_8-K/broncounitpurchaseagreement.htm" target="_blank">SXC Health Solutions Corp. of Illinois</a>.</p>
<p>Gary Gerstman and Michael Heinz from Sidley Austin are SXC’s attorneys, said SXC’s Tony Perkins.</p>
<p>SXC bought privately held smaller rival HealthTrans for $250 million in cash, to boost its presence in the pharmacy benefit management market, sending its shares up almost 10 percent on Thursday, Reuters reported.</p>
<p>HealthTrans offers claims processing solutions and PBM services. PBMs profit more from low-priced generics than brand-name medicines, using their size to leverage discounts from manufacturers.</p>
<p>According to Grimshaw’s website, Hanley’s business law practice involves corporate and partnership matters, commercial transactions, mergers and acquisitions, equity and debt financing, real estate, tax, securities, intellectual property, and executive compensation.</p>
<p>Mr. Hanley is a Colorado native and is a life-long skier, who also enjoys golf, biking, and other outdoor sports. Paul also served as an elected official for two terms on the Board of Education of the Cherry Creek School District, a nationally recognized district of excellence.</p>

<p>With a passion for justice and equality, Stu is also an advocate for First Amendment rights, women&#8217;s reproductive rights at health clinics, and Medicaid providers and recipients who have been wrongly accused of fraud.  He won the largest Montana verdict ever in a legal and accounting malpractice case, defeated a bankruptcy reorganization plan for a municipality, represented a young boy who suffered injury as result of medical malpractice in a U.S. Army medical facility (securing an act of Congress to get funding for the boy&#8217;s brain injury), obtained the largest personal injury verdict ever in the Province of Quebec, Canada, and represented a life insurance carrier in a contract murder case leading him straight to the underbelly of the New York mob.  When appropriate, he has been known to take on cases for those who have been wronged and need legal assistance, but may not be able to afford an attorney.</p>
<p>Among Stu&#8217;s other accomplishments, he is a member of the Anti-Defamation League&#8217;s National Commission and currently serves as the Chair of the Board of Directors of the Mountain States Region of the Anti-Defamation League.  He is a member of the <a href="http://www.grimshawharring.com/tag/denver/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Denver">Denver</a>, Colorado, and Texas Bar Associations, and the Colorado Trial Lawyers Association.  He has also served as the Chairperson of the Civil Rights, Young Leadership Development Program, Task Force on Cults, Governmental Relations, and Society of Fellows Campaign for the Mountain States Region of the ADL.  He is also an instructor in the University of Colorado Law School Trial Advocacy Program.  Stu has authored articles such as &#8220;Structured Settlements &#8211; To Structure or Not to Structure: What are the Questions?&#8221;; &#8220;Proper Charting: Preventative Medicine for Malpractice Suits&#8221;; &#8220;Malpractice Pitfalls in Critical Care Nursing&#8221;; and &#8220;Legal Writing: The Art of Making Art.&#8221;   Grimshaw &amp; Harring looks forward to a long and exciting relationship with Mr. Stuart Pack and is excited to deepen its litigation roots and capabilities.</p>

Strasburg Sanitation and Water District, Court of Appeals No. 10CA2310.  Ron Fano and Jamie Cotter represented the Plaintiff, the Metropolitan District.  Ms. Cotter successfully argued that special districts have the legislative right to set and change rates charged for extra-territorial water and wastewater services.  </span></p>
<p><span style="font-family: Arial;">The case is significant in that it affirmed the legislative right of a special district to set rates.  It also affirmed that this right cannot be abrogated by contract, including a contract with another special district to provide services to property within that district&#8217;s boundaries.  The Colorado Court of Appeals accepted Eastern Adams&#8217; argument, that to the extent past cases have held rate setting may be a proprietary as opposed to legislative  function, and thus governed by contract,  those conclusions were overruled by the Colorado Supreme Court in <em>Bennett Bear Creek Farm Water &amp; Sanitation District v. City &amp; County of <a href="http://www.grimshawharring.com/tag/denver/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Denver">Denver</a></em>, 928 P.2d 1254 (Colo.<em> </em>1996).</span></p>

Among other things, through various committees the Real Estate Section Council: </span></p>

<li><span style="font-family: Times New Roman; font-size: small;"> recommends sponsoring, proposing changes to, supporting or opposing proposed legislation affecting real property; </span></li>
<li><span style="font-family: Times New Roman; font-size: small;">considers current title problems and drafts and proposes title standards or legislation for their solution; </span></li>
<li><span style="font-family: Times New Roman; font-size: small;">recommends changes to the standard forms adopted by the Real Estate Commission; and</span></li>
<li><span style="font-family: Times New Roman; font-size: small;">acts as a liaison to the Interprofessional Committee, the purpose of which is to promote a better understanding among real estate professionals, and to the Colorado Housing Council, the purpose of which is to see to it that the public is better served in its housing needs, through the advancement of communication among industry members.</span></li>

<p>Raised in the south metro area, Frank attended J.K. Mullen High School, and earned his degree from the University of Colorado in <a href="http://www.grimshawharring.com/tag/boulder/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Boulder">Boulder</a>.  Upon graduation he went to Washington D.C. and worked with U.S. Congressman Wayne Allard.  In 1998, Frank returned to Colorado, and in 2001 earned his Juris Doctorate from the University of <a href="http://www.grimshawharring.com/tag/denver/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Denver">Denver</a> College of Law. His concentration was natural resources and <a href="http://www.grimshawharring.com/tag/water-law/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Water Law">water law</a>.  While in law school, Frank joined Governor Bill Owens&#8217; administration, and served as the Assistant Director for Water for the Colorado Department of Natural Resources.  His efforts to steer legislation during that time contributed to what many deem to be the most significant updates to water policy in the past five decades.  </p>
<p>In 2006, Frank made a first-hand commitment to the legislature, and was elected to the Colorado State House of Representatives on behalf of District 43, largely contained in Highlands Ranch.  In November 2010, he was easily elected to his third term, and his Republican peers, again in the majority, unanimously anointed him Colorado&#8217;s 35th Speaker of the House. </p>
<p>Frank&#8217;s priorities continue to include securing a balanced and responsible energy future for Colorado, through the responsible use of traditional, alternative and renewable resources.  Come May, when the current legislative session ends, he is looking forward to lending his years of knowledge and advocacy to advise Grimshaw &amp; Harring clients towards the advancement of the state&#8217;s energy and water policies.  </p>
