Raised in the south metro area, Frank attended J.K. Mullen High School, and earned his degree from the University of Colorado in Boulder.  Upon graduation he went to Washington D.C. and worked with U.S. Congressman Wayne Allard.  In 1998, Frank returned to Colorado, and in 2001 earned his Juris Doctorate from the University of Denver College of Law. His concentration was natural resources and water law.  While in law school, Frank joined Governor Bill Owens’ administration, and served as the Assistant Director for Water for the Colorado Department of Natural Resources.  His efforts to steer legislation during that time contributed to what many deem to be the most significant updates to water policy in the past five decades.  

In 2006, Frank made a first-hand commitment to the legislature, and was elected to the Colorado State House of Representatives on behalf of District 43, largely contained in Highlands Ranch.  In November 2010, he was easily elected to his third term, and his Republican peers, again in the majority, unanimously anointed him Colorado’s 35th Speaker of the House. 

Frank’s priorities continue to include securing a balanced and responsible energy future for Colorado, through the responsible use of traditional, alternative and renewable resources.  Come May, when the current legislative session ends, he is looking forward to lending his years of knowledge and advocacy to advise Grimshaw & Harring clients towards the advancement of the state’s energy and water policies.

Phil Pearlman has decades of experience in all areas of bankruptcy law, with an emphasis on bankruptcy administration and bankruptcy litigation.  Specifically, he has represented creditors, post-petition lenders, creditors’ committees, Chapter 7 trustees, and Chapter 11 trustees in hundreds of cases from 1981 forward.

Arnold R. Kaplan has significant experience in public and private offerings, municipal bond financings, loan transactions, tender offers, mergers and acquisitions, and various other Federal and state securities matters.  Of note is that he is listed as the Colorado Association of Homes and Services for the Aging as the tax and municipal finance attorney of choice. 

Mr. Kaplan advises business entities, including political subdivisions and 501(c)(3) organizations, on corporate governance matters and how the recently enacted Dodd-Frank Act affects their organizations.  In the municipal bond area, he has represented underwriters, borrowers, banks and issuers in almost every kind of municipal bond transaction, from healthcare to housing, including general obligation bonds, revenue bonds, public/private partnerships and letters of credit.  He completed the municipal bond financing mechanism for a public/private partnership involving annual appropriation sales tax diversion and the creation of a public improvement fee, in order to bring a major shopping center development to the City of Pueblo.

Thomas N. George was born and raised in Rifle, Colorado.  He attended the University of Colorado at Boulder as a Boettcher Scholar and a member of the Presidents Leadership Class, and received a B.A. in Economics in 2005. In May of 2009, Mr. George graduated from the James E. Rogers College of Law at the University of Arizona, where he was a member of the Student Bar Association and an Editor of the Arizona Journal of International & Comparative Law.  Mr. George joined Grimshaw & Harring as an Associate in August of 2009, and in November, 2010, was additionally sworn in as a practicing member of the Wyoming Bar Association.

Ms. Cotter practices generally in the areas of civil, commercial and real estate litigation, focusing mainly on eminent domain and condemnation. Ms. Cotter has  litigated cases in various Colorado state courts, the Colorado Court of Appeals, the Colorado Supreme Court, the United States District Court for the District of Colorado, and the 10th Circuit Court of Appeals, and she has also offered argument in the Colorado Court of Appeals.

Ms. Cotter’s eminent domain and condemnation experience includes representing both landowners and condemning authorities. She has litigated on issues including acquisition of access rights, the impact of blight on property values, remainder valuation and remainder damages, easement versus fee taking, easement valuation, and inverse condemnation. Ms. Cotter also has experience litigating cases involving real property and easements, contracts, various municipal law issues, and antitrust.

Ms. Cotter is admitted to practice in both Colorado and the state of Wyoming. She was born in Vermont, and moved to Colorado to attend Colorado College. In her spare time, Ms. Cotter enjoys competing in triathlons, skiing, running, and spending time with her husband, son and two dogs.

Michael E. Reidy, Esq.

It is with great sorrow that we announce that Mike Reidy, our benevolent friend, mentor, and colleague, passed away, fittingly, on Easter Sunday.  His smile, good-natured humor, life experience, and incredible depth of knowledge on the law will be greatly missed by all who knew and loved him – our firm, the Denver legal community as a whole, his family and friends, his Church, and the Diocese of Denver.  Mike joined our predecessor firm Calkins, Kramer, Grimshaw & Harring in April of 1979, and remained a valuable source of legal advice and friendship right up until the end.

Mike was a very great man who touched us all and is irreplaceable in our hearts. We were privileged to know him and work with him, and we all learned a great deal from his fascinating anecdotes about the many historical real estate transactions he was involved in throughout the Denver area.  Our “Mike Reidy Conference Room,” dedicated to him at a special firm luncheon held on his 90th birthday last August, will continue to serve as a quiet reminder of his many contributions to Grimshaw & Harring and all who knew him.  Rest in Peace dear friend – we will miss you.

Mr. Reidy practiced law in Colorado for over sixty years, in the areas of real estate and finance.  He was was born in West Mineral, Kansas on August 5, 1918, was admitted to the Colorado bar in 1943, and joined Calkins, Kramer, Grimshaw & Harring in April, 1979.

Phil Quatrochi’s practice focuses primarily on commercial litigation and commercial transactions, including contract disputes, construction law and real estate.  He commonly litigates cases before both state and federal courts in Colorado, and has litigated disputes involving complex commercial litigation, intellectual property, real estate and leases, construction law matters, property disputes, collections, municipal law, banking matters, and union fee disputes. His construction law experience includes drafting and negotiating construction contracts, representing clients in mechanic’s liens and governmental construction project bond disputes, and construction-related litigation.

Phil’s corporate experience includes advising for-profit and non-profit entities on a broad range of business matters, including formation and dissolution, contracts, acquisitions, property and leasing issues, commercial financings and employment issues.  He also advises on employment related matters.

Phil’s real estate experience includes drafting and negotiating real estate contracts and leases, and client representation before planning and design review boards.

Phil was a summer clerk at Grimshaw & Harring in 1995, joined the firm as an associate in 1996, and became a director/shareholder in 2004.  He grew up in Boulder, Colorado and was admitted to practice law in Massachusetts in 1996, and in Colorado in 1997.  Phil lives with his wife Ali, son Cooper and daughter Macy in Denver.  Phil currently spends most of his spare energy training for marathons, including the upcoming Boston Marathon.
