Frank McNulty is the Speaker of the Colorado House of Representatives, unanimously elected by his peers in November, 2010.  He also represents District 43 in the Highlands Ranch area, and serves as Vice-Chair of Legislative Council and Vice-Chair of the Executive Committee of the Legislative Council.  His interests and priorities include securing a balanced and responsible energy future for our state, through traditional, alternative and renewable resources. To that end, Frank lends his years of knowledge and advocacy in the areas of natural resources and water law to his clients, ensuring adherence to and advancement of Colorado’s energy and water policies.   

Raised in the south metro area, Frank attended J.K. Mullen High School, and earned his degree from the University of Colorado in Boulder.  Upon graduation he went to Washington D.C. and worked with U.S. Congressman Wayne Allard.  In 1998, Frank returned to Colorado, and in 2001 earned his Juris Doctorate from the University of Denver College of Law. His concentration was natural resources and water law.  While in law school, Frank joined Governor Bill Owens’ administration, and served as the Assistant Director for Water for the Colorado Department of Natural Resources.  His efforts to steer legislation during that time contributed to what many deem to be the most significant updates to water policy in the past five decades.  During that time Frank also served and advised organizations such as the Southeast Business Partnership and various non-profit entities.

Arnold R. Kaplan has significant experience in public and private offerings, municipal bond financings, loan transactions, tender offers, mergers and acquisitions, and various other Federal and state securities matters.  Of note is that he is listed as the Colorado Association of Homes and Services for the Aging as the tax and municipal finance attorney of choice. 

Mr. Kaplan advises business entities, including political subdivisions and 501(c)(3) organizations, on corporate governance matters and how the recently enacted Dodd-Frank Act affects their organizations.  In the municipal bond area, he has represented underwriters, borrowers, banks and issuers in almost every kind of municipal bond transaction, from healthcare to housing, including general obligation bonds, revenue bonds, public/private partnerships and letters of credit.  He completed the municipal bond financing mechanism for a public/private partnership involving annual appropriation sales tax diversion and the creation of a public improvement fee, in order to bring a major shopping center development to the City of Pueblo.

Jeff Bergstrom’s practice focuses primarily on business, real estate and related tax law.  Using his legal, business and tax expertise, Mr. Bergstrom assists his clients with a wide variety of legal needs, including structuring and forming all types of business entities; business succession through acquisition, mergers, reorganization, family planning and/or asset and equity sales; financing transactions; negotiating and drafting contracts; general business counseling; documenting the financing and structuring of real estate ventures and a variety of tax matters.

Additionally, Mr. Bergstrom provides the firm’s clients with timely and relevant tax information regarding the ever-changing tax rules. As a “transactional tax” attorney, he assists in the structuring of economical and practical business solutions for corporations, limited liability companies, partnerships and other types of businesses in order to minimize the tax consequences of specific transactions. He also represents clients before the IRS, the Tax Court and various state and local tax agencies.

Mr. Bergstrom represents a broad spectrum of clients including several multi-branch banks and private lenders, advertising and marketing companies, construction contractors, insurance companies, churches, hotel owners and operators, retail stores, restaurants, multi-family, commercial and residential property owners, homeowners’ associations and charitable organizations.

Mr. Bergstrom holds a JD and an MBA from the University of Akron School of Law and the College of Business Administration, and also holds an LL.M in Taxation from the University of Denver’s Graduate Tax Program.  His wife is a director of nursing services at an area hospital, and they are the proud parents of two daughters.  Jeff is an avid golfer and skier.

Contact Information

Thomas N. George was born and raised in Rifle, Colorado.  He attended the University of Colorado at Boulder as a Boettcher Scholar and a member of the Presidents Leadership Class, and received a B.A. in Economics in 2005. In May of 2009, Mr. George graduated from the James E. Rogers College of Law at the University of Arizona, where he was a member of the Student Bar Association and an Editor of the Arizona Journal of International & Comparative Law.  Mr. George joined Grimshaw & Harring as an Associate in August of 2009, and in November, 2010, was additionally sworn in as a practicing member of the Wyoming Bar Association.
